New builds in BN7 carry site-specific risks. The Phoenix sits on a brownfield former ironworks site next to the River Ouse, in a known flood zone. Developer Human Nature received planning approval from South Downs National Park Authority in February 2024. The Phoenix uses cross-laminated timber (CLT) as its primary construction method, making it one of the largest timber-structure neighbourhoods in the UK. CLT construction has its own set of snagging considerations: junction details between structural panels, penetrations for services, and sealing at window and door openings require precision. Construction started in early 2025, with first homes expected from 2027 and the project completion targeted for 2030.
The site sits adjacent to the River Ouse, inside the South Downs National Park, on a remediated brownfield plot. These factors combine to make an independent snagging inspection particularly valuable at handover: ground-floor levels relative to the defined finished floor levels in the flood risk assessment, drainage connections to the watercourse, and any structural or sealing issues specific to CLT junctions all warrant close review.
On 12 October 2000, the River Ouse flooded 613 homes in Lewes - approximately 1,400 residents - and 207 commercial premises, causing £118 million in damage (equivalent to around £230 million today). It was the worst flood in 150 to 200 years, caused by a month's rainfall in 48 hours.
