CF3 is one of the most active new build zones in Wales. Persimmon's St Edeyrns Village has grown to 1,300 homes at Old St Mellons. Dandara's Sant Silian is delivering 3 and 4-bed homes from £389,995 with solar panels and EV charging as standard. Taylor Wimpey has outline planning for 2,500 homes at North East Cardiff - construction starting in 2026. Redrow Churchlands is completing its third phase at Lisvane on the CF3/CF14 border.
Since November 2022, Wales has required all new homes to achieve a minimum EPC B rating - stricter than England's standards. Air source heat pumps and mandatory airtightness testing are now standard on all CF3 new builds. Since 23 November 2022, all new homes in Wales must achieve a minimum EPC B rating - a requirement that does not exist in England. Welsh Part L also requires a 37% carbon reduction against 2014 standards (England: 27%), mandatory airtightness testing, and all CF3 developments must now include air source heat pumps or equivalent low-carbon heating. For buyers, this means your new build should be significantly more energy-efficient than an equivalent English property. Our snagging inspection verifies that what was required by Building Control has actually been delivered: ASHP commissioning records, solar PV paperwork, airtightness test results, and thermal performance at junctions. A certificate exists for your home - our report checks whether the as-built property matches it.
CF3 has more active new build development than almost anywhere else in Wales. The North East Cardiff strategic site alone is allocated for a minimum of 4,500 homes in Cardiff's Local Development Plan - one of the largest single housing allocations in Welsh planning history.
At 93.7% of new build buyers nationally reporting defects after moving in (HBF 2025 survey), the scale of the CF3 new build market means there are hundreds of homes in need of independent inspection every year. Our inspectors typically find 30-80 items per inspection.

The new build estates at Pontprennau, Old St Mellons, and St Edeyrns sit on elevated ground north of the M4 corridor. Immediately to their south, however, is the Wentlooge Level - Cardiff's section of the Gwent Levels, a vast area of reclaimed marshland that sits at or below sea level and is protected by 40 kilometres of raised sea defences managed by Natural Resources Wales.
The Gwent Levels covers 180 square kilometres and is designated as seven SSSIs - a nationally important landscape of ancient drainage channels called reens, supporting over 200 species of insects and invertebrates. In February 2026, the Welsh Government published draft Strategic Planning Guidance specifically for the Gwent Levels, tightening planning controls even further. Any development on the Levels themselves is heavily restricted.
For CF3 new build buyers, the practical implication is this: properties on the elevated estates (Persimmon, Dandara, Taylor Wimpey) are in Flood Zone 1 and carry low flood risk. Properties closer to Trowbridge, Marshfield, and the southern fringes of the postcode are in a different position - buyers there should confirm the specific flood zone status of their plot. StatsWales data for Cardiff shows 20,266 properties at flood risk on a defended basis; without those sea defences, 8,156 are at high risk. Our inspection checks that all drainage on your plot is correctly installed to handle the significant rainfall this area receives.
Welsh Part L requirements mean CF3 new builds must be built to a higher specification than homes in England. Air source heat pumps, solar panels, mandatory airtightness testing, and EPC B certification are all required. But a higher specification on paper means more things that can be installed incorrectly.

It depends on where your property is. The Persimmon, Dandara, and Taylor Wimpey developments at Old St Mellons and Pontprennau are on elevated land in Flood Zone 1 - low flood risk. Properties in the southern parts of CF3 (Trowbridge, Marshfield, Peterstone Wentlooge) sit closer to or on the Wentlooge Level and require plot-specific flood zone checking. Confirm the flood zone designation from the developer's planning documents before exchange. Our inspection tests all external drainage connections and surface water routing regardless of flood zone.
Yes. Dandara has held HBF 5-Star status for three consecutive years, which means over 90% of their buyers would recommend them to a friend. That is a genuine achievement - but 5-Star status reflects customer satisfaction scores, not zero-defect delivery. The HBF's own 2025 survey shows 93.7% of new build buyers across all builders reported problems after moving in. Dandara's Sant Silian homes include solar panels, EV charging, and ASHPs - more components mean more installation items to verify. An independent inspection is the complement to a good builder, not a criticism of one.
The ideal time is before legal completion - your solicitor can include an inspection clause when you exchange contracts. Most CF3 developers will allow access a few days before completion date. If pre-completion access is refused, book within your first four weeks. Under the NHBC Buildmark you have two years from legal completion to report defects. Some buyers also commission a second inspection in year two to catch slow-developing defects - differential settlement, ASHP performance issues, or drainage failures that only emerge after a full seasonal cycle.
A standard 3-bed new build house takes 2.5 to 3.5 hours on site. A larger 4-5 bed Redrow Heritage home takes up to 4 hours.
